This is a part-time (20 hours/week) position.
BASIC FUNCTION
Provide customer service to the public and provide in-office appraisal and processing support to the Residential Appraisal division for valuing open space and designated forest properties and administering related exemption programs.

STATE MENT OF ESSENTIAL JOB DUTIES
1. Reviews and processes applications for Designated Forestland and Open Space Farm and Agriculture classifications. Administers the changes in valuation and taxation for the properties; updates and verifies accuracy and completeness of Assessor's records when the application process is complete.
2. Assures timely processing of applications for continuance in a classification, removal from a classification and provides estimates to property owners or their representatives for costs, back tax and penalties for removal.
3. Performs appraisals of open space and designated forest properties, determining both market land values and/or open space land value for new applications, removals and estimates for possible removal from a classification.
4. Performs audits of properties in an open space or designated forest classification to confirm compliance with qualification requirements. Audits may include site inspections and review of property owner's financial records. Initiates removal of properties from the classification if properties are not in compliance.
5. Reviews transfers and sales of property within special tax status.
6. Assists in preparing appeal responses for presentation before either the Snohomish County Board of Equalization or the Washington State Board of Tax Appeals
7. Communicates with staff, property owners, agents and general public the purpose of on-site visits, compiling data, the Assessor's role, appraisal methods, mass appraisal methods and relevant laws and regulations.
8. Performs related assessment and appraisal work and related duties as required.
An Associate's degree in accounting, business, finance, real estate or other field directly related to professional mass appraisal; AND, two(2)years of experience in property appraisal, construction or real estates; OR, current State of Washington Accredi t ation as a Real Property Appraiser and/or Certification as a Licensed Real Estate Appraiser; AND, one (1) year of experience in property appraisal; OR, any equivalent combination of training and/or experience that provides the required knowledge and abilities. Must pass job related tests.
SPECIAL REQUIREMENTS

Must have or obtain within twelve (12) months Real Property Accreditation.

Successful completion/passing of the International Association of Assessing Offices (IAAO) Appraisal Course 101 – Fundamentals of Real Property Appraisal or approved equivalent within twelve (12) months.

Successful completion of the Washington State Department of Revenue 'Fundamentals of the Assessor's Office' course or approved equivalent within two (2) years.

Successful completion/passing of the Uniform Standards of Professional Appraisal Practice course (USPAP) within three (3) years of receiving accreditation.

Biennial completion of fifteen (15) hours of state approved continuing education to meet State of Washington Accreditation requirements.
KNOWLEDGE AND ABILITIES
Knowledge of:

Real estate appraisal principles, procedures, laws and regulations, valuation theory

Property valuation theory and practice. IAAO standards for mass appraisal

Standard appraisal methods and techniques applicable to residential and commercial appraisal
-
Methods and techniques applicable to mass appraisal and statistical updates, state laws, rules and codes pertaining to assessment appraisals and mass appraisal.
Ability to:

Communicate effectively both orally and in writing.

Proficiently utilize personal computers and software

Read and interpret a wide variety of technical manuals, reports, maps and blueprints

Apply principles of logical thinking to define problems, collect data, establish facts and draw conclusions.

Perform arithmetic, algebraic and geometric procedures in standard practical application.
SUPERVISION
Employee receives direct supervisions from the Residential Appraisal Crew Supervisor.
WORKING CONDITIONS
The majority of the work is performed in the usual office environment. The remainder of the work is performed indoors and outdoors at sites throughout the county. There is a possible exposure to hazardous areas at construction sites.
